Microsoft's killing script used to avoid Microsoft Account in Windows 11

Microsoft has removed the BypassNRO.cmd script from Windows 11 Insider Dev builds to enforce internet connectivity and Microsoft Account sign-in during setup, but the underlying BypassNRO registry value still enables users (for now) to bypass networking and create a local account by setting it manually; this workaround may be disabled in future releases.
