Council of Europe investigates ShinyHunters data breach claims

ShinyHunters claims to have exfiltrated over 429,000 documents from the Council of Europe — including payslips, personnel files, CVs and sensitive financial and medical data — and threatened to leak them; the Council says it is investigating. The group has a history of large-scale breaches and recent campaigns (including exploitation of a PeopleSoft zero-day), which increases the potential impact and credibility of the claim.
