Microsoft confirmed that the April 2026 KB5082063 security update can cause some Windows Server 2025 devices to enter BitLocker recovery on the first restart when BitLocker is enabled and a specific Group Policy includes PCR7 while the device is eligible for the 2023‑signed Windows Boot Manager; Microsoft provided temporary workarounds (remove the PCR7 Group Policy or apply a Known Issue Rollback) and is working on a permanent fix.
