French govt agency confirms breach as hacker offers to sell data

France's National Agency for Secure Documents (ANTS) disclosed a security incident potentially exposing personal data (login IDs, full names, emails, dates of birth, account identifiers, and some addresses/phone numbers/place of birth) for an undisclosed number of users; a threat actor using the name 'breach3d' claims to be selling up to 19 million records. ANTS says the leaked fields should not permit unauthorized portal access but could enable phishing or social-engineering, and has notified CNIL, the Paris Public Prosecutor, and ANSSI while the investigation continues.
