Microsoft will force-install the new Outlook app on Windows 10 with the February 11 security update (optionally via the January 28 update); while it can’t be blocked beforehand, it runs alongside classic Outlook and admins can remove it using PowerShell (`Remove-AppxProvisionedPackage`) and set a registry value (`BlockedOobeUpdaters` = ["MS_Outlook"]) to prevent reinstallation, with brief rollout context since 2022.
