Microsoft disclosed a known issue in Outlook Desktop (Current Channel Version 2402/Build 17328.20142 and newer) that blocks replies to Microsoft Purview/OMEv2-encrypted emails, displaying a restricted-permission error. Temporary mitigations include replying via the new Outlook or OWA, or reverting the desktop client to build 16.0.17231.20236 using Click-to-Run; Microsoft also referenced other recent Outlook client regressions and fixes.
