China intensifies Cyber-Attacks on Taiwan as Energy Sector Sees Tenfold Spike

**NSB 2025 Analysis:** Taiwan's National Security Bureau reports an unprecedented surge of cyber intrusion attempts attributed to Chinese threat actors against critical infrastructure in 2025, totaling 960,620,609 attempts (an average of 2.63 million per organization per day). The report highlights a tenfold spike against the energy sector, a 54% rise targeting emergency rescue and hospitals, the use of vulnerability exploitation, DDoS, social engineering and supply-chain attacks, and active use of malware and ransomware (with at least 20 identified hospital compromises); top identified groups include BlackTech, Flax Typhoon, Mustang Panda, APT41 and UNC3886.
