Android 17 Beta Introduces Secure-By-Default Architecture

## Executive Summary Google released the first public beta of Android 17 introducing several privacy, security, and performance changes for developers: android:usesCleartextTraffic is deprecated and cleartext will be blocked by default for apps targeting API 37 without network security configuration; a new HPKE hybrid cryptography SPI is available; certificate transparency is enabled by default; and new install-time permissions target localhost interactions. The update also affects large-screen app behavior (removing certain orientation/resizability restrictions), adds a lock-free MessageQueue and generational garbage collection in ART for improved performance, and introduces a continuous Canary channel to accelerate feature testing ahead of the final SDK/NDK release.
