The UK NCSC’s Active Cyber Defence 2.0 pilot (121 organisations, 14 vendors) evaluated cyber-deception tools and found five core issues: outcome metrics are hard to produce, industry terminology is inconsistent, impartial guidance and real-world case studies are lacking, misconfiguration can create false assurance, and most organisations prefer to keep deception usage secret; the NCSC proposes large-scale deployments (e.g., 5,000 internet-facing solutions, 20,000 internal low-interaction, 200,000 cloud solutions, and 2 million honeytokens) to impose costs on adversaries and strengthen national resilience.
