Ukraine's State Registers Restored Following Cyber-Attack

A December 19, 2024 cyber-attack attributed to Russia's GRU disrupted Ukraine's state registers, temporarily suspending access to notary, civil registry, and unified state register services. Ukrainian authorities report the registers have been fully restored with no data compromise, launched criminal investigations, audited the National Information Systems (NAIS) for security shortcomings, and plan organizational and technical changes including decoupling registers from NAIS and building cybersecurity teams across agencies.
