US Data Breaches Hit Record High but Victim Numbers Decline

The Identity Theft Resource Center found a record 3,332 US data "compromises" in 2025 (a 5% year-on-year increase), with financial services the most impacted sector; however total individual victims dropped to 279 million due to fewer mega breaches. The report highlights that 70% of breach notices omit the type of attack, increasing victim risk and burdening consumers and small businesses with remediation costs.
