The New National Cyber Strategy

This report recommends a set of practical, non-federal actions for state, local, and industry leaders to strengthen defenses against ransomware by aligning efforts with the six pillars of the National Cyber Strategy. Key recommendations include improving data collection and sharing for attribution and disruption, advocating for targeted cyber regulation, modernizing and aligning network defenses (zero trust, cloud, vendor certification), prioritizing operational resilience for critical infrastructure, adopting AI-enabled detection and automated response, and scaling workforce capacity and shared services to reduce systemic ransomware risk.
