This article presents SCOPE, a technology-agnostic ontology for modeling smart city cyber threats, cybercrime, and digital forensic investigations, built as an extension of UCO and CASE and aligned with ISO standards. It integrates MITRE ATT&CK and CAPEC to provide contextual linkage to evidence and was evaluated against public APT-attributed scenarios to demonstrate coverage of incident details and attack patterns.
