The CLAIR Model: A Synthesized Conceptual Framework for Mapping Critical Infrastructure Interdependencies [Guest Diary], (Wed, Feb 25th)

This report introduces the Comprehensive Linkage and Architectural Infrastructure Resiliency (CLAIR) Model, a 10-level framework that integrates Purdue and Zachman approaches to map and visualize dependencies from external utilities through OT/IT, cloud, and high-trust safety systems. Using power grid–data center interactions and cascading failure mechanisms as exemplars, it classifies dependency types (physical, cyber, geographic, logical), recommends visualization (e.g., Sankey flows) and maturity assessment (MIL) to prioritize resilience, and highlights AI–OT convergence risks and policy drivers shaping critical infrastructure security.
