OFAC and Crypto Crime: Every OFAC Specially Designated National with Identified Cryptocurrency Addresses

This report reviews OFAC’s use of cryptocurrency address designations across many sanctions actions (2018–2025), summarizing major cases targeting ransomware groups, mixers, darknet markets, exchanges, narcotics networks, and state-linked facilitation networks; it highlights on-chain analysis that traced large illicit flows, identified wallet addresses used for laundering and sanctions evasion, and illustrates evolving tactics (mixers, no‑KYC exchanges, tokenized rails) used by illicit actors.
