The report describes how organized cybercriminal marketplaces on Russian-language forums enable large-scale Stolen Identity Refund Fraud (SIRF) by selling stolen PII, ready-made tax forms, compromised access to tax/accounting firms, forgery services, and step-by-step cashout tutorials; researchers observed listings including an auction for a database containing PII of more than 1,600 customers and low-cost ‘fullz’ and document forgery services that collectively lower the barrier for mass tax refund fraud.
