Airlines Reporting Corporation (ARC), owned by several major airlines, provides U.S. government agencies—including CBP and ICE—access to its Travel Intelligence Program (TIP), a database containing up to 39 months of flight booking data such as itineraries, passenger name records, travel and flight dates, and credit card numbers; contracts include confidentiality terms preventing public attribution of ARC as the data source, and other agencies like the Secret Service, SEC, DEA, and U.S. Marshals have also purchased access.
