EU Threat Landscape 2025: Rising Threats From Attack Groups

ENISA's 2025 Threat Landscape (Jul 2024–Jun 2025) analyzes 4,875 incidents across the EU and finds widespread, converging threats driven by hacktivists, cybercriminals and state-aligned actors; DDoS dominated incident counts while ransomware caused the most damage, phishing (now increasingly AI-enhanced) served as the primary intrusion vector, and public administration was the most impacted sector, with growing concerns about supply-chain, mobile, and AI-targeted attacks.
