China Sits at the Top of America’s Cyber Threat List

The Office of the Director of National Intelligence's 2026 Annual Threat Assessment warns that China, Russia, Iran, and North Korea pose the most active cyber threats to U.S. government, critical infrastructure, and private-sector networks: China is depicted as pre-positioning persistent access for strategic disruption (notably against transportation in a Taiwan conflict), Russia conducts deniable gray-zone sabotage and influence operations, North Korea runs a lucrative cyber-crime ecosystem (over $1B/year) and increasingly uses insider hires and ransomware, and Iran — despite constraints — continues destructive operations (e.g., the Stryker wiper/data theft). The report also highlights ransomware as an accelerant, and emerging force multipliers from AI and growing cyber risks to space/satellite infrastructure.
