The UK Government Cyber Action Plan (GCAP) introduces a coordinated, outcomes-driven framework to strengthen public-sector cyber resilience, addressing gaps identified by audits and recent cyber incidents. It defines five delivery strands—accountability, support, services, response (via the Government Cyber Incident Response Plan), and skills—building on GC3 and GovAssure, with the NCSC providing technical authority and incident support. Phased through 2029, GCAP aims to deliver early improvements in risk management and cross-government coordination.
