Cellebrite cut off Serbia citing abuse of its phone unlocking tools. Why not others?

Researchers at The Citizen Lab allege Kenyan and Jordanian authorities used Cellebrite phone-unlocking tools to break into activists’ phones and plant spyware, identifying a Cellebrite-linked application and digital certificates on victims’ devices as high-confidence indicators; Cellebrite’s public responses to these allegations have been inconsistent compared to prior customer suspensions.
