DoJ Corrects China Hacking Claim, Says U.S. Agencies Were Targets, Not Victims

The U.S. Department of Justice updated a press release attributing widespread espionage targeting U.S. federal agencies and critical infrastructure to QTFY (QT/QTCYBER), a China-linked group operating since 2018; the group offers tools (QScan, QTRouter) and an IoT/VPS-based Operational Relay Box network (Fast Labyrinth) to hide origins of intrusions, has been linked to exploitation of CVE-2019-11510, and had related domains disrupted by the FBI.
