This report describes the resurgence of state‑aligned and crowdsourced hacktivism since the Russia–Ukraine war, highlighting Killnet and "Anonymous Sudan"’s DDoS-focused campaigns that named over 650 domains between February and July 2023, disproportionately targeting healthcare and other critical sectors; it outlines attribution challenges, the likelihood of continued activity and escalation, and recommended mitigations (DDoS protection, WAFs, network filtering).
