Ukraine Enhances Energy Resilience Amid Ongoing Russian Attacks

Ukraine is redesigning its energy sector into a decentralized, four-level resilience model (state, regions, communities, businesses) to withstand sustained Russian missile and drone strikes that have damaged power plants, CHP facilities, gas infrastructure and residential buildings. The government estimates it needs at least EUR 5.4 billion to prepare for the 2026–2027 heating season and is coordinating international support (notably Azerbaijan and Latvia) for generators, transformers and modular equipment to speed recovery and improve energy security.
